You will serve as a Traffic Management Specialist in the Property Management Department of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA.) in Port Hueneme, California.
Duties
You will assure and reporting on visibility and accountability of assets and compliance with governing policy.
You will establish or modify existing contracts and agreements as a result of negotiations with carriers and obtains one time rate tenders.
You will have continual dialogue with HQ, Military Traffic Command (MTMC), Naval Transportation Support Center (NAVTRANS), carrier and freight forwarders to keep abreast of the effects of the constant changes in the transportation industry.
You will monitor and coordinates the movement of mission critical material by all modes of transportation.
You will be responsible for all aspects of daily work performance of the traffic management (commercial freight) function.
You will apply practical knowledge of the commercial transportation industry practices in order to perform independent work in the application of standardized traffic management methods and procedures.
You will develop and interpret transportation policies, procedures, and guidelines.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include one year of determining appropriate freight classifications, preparing shipping documents, maintaining shipping logs, and providing advice on transportation requirements to ensure cost-effective and efficient movement of goods.
Examples of Qualifying Experience may include demonstrated skills in developing transportation support requirements for center managed systems and equipment during the conceptual, acquisition, and operational phases, negotiating transportation fares, rates, and services, such as developing solicitations, evaluating bidders' proposals, arranging for pre-award surveys, and recommending award.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For GS-09: A master's or equivalent graduate degree;
OR
Two full years of progressively higher level graduate education leading to such a degree;
OR
LL.B. or J.D. degree that is related to the position being filled.
