About the Position: Serve as the Supervisor of the Traffic Management Division in Port Hueneme with responsibility for providing the technical expertise and advisory service to the port commander on all transportation matters regarding import, export, and freight traffic via all modes of transportation. Advises on and makes recommendations to the Commander where programming and/or changes may be required to improve or streamline operations.
Duties
Monitor and assume maximum efficiency for contract performance to include freight marshaling and inter terminal transportation.
Analyze and evaluate the effectiveness of the transportation operations, through discussion with Senior Transportation Specialist and Cargo Operations Chief.
Appraise operational developments and trends and recommend modifications as appropriate.
Advise on and makes recommendations to the Commander where programming and/or changes may be required to improve or streamline operations.
Ensure timely performance of work and quality standards are met.
Develop or check pre-stow plans for loading and assures that plans are followed in loading ships.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a sensitive position, and the incumbent requires a SECRET clearance.
- Position may require rotating shifts and other than normal duty hours.
- Must possess a valid driver's license in order to perform duties.
- May require 15-25% travel time and participation in meetings, conferences, training classes, and to conduct assistance visits at other terminals and supported commands.
- Required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFRPart 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This position is designated "Key". In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Key duties until relieved by proper authority.
- The incumbent, or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization
- to function effectively, therefore, the position is designated "key", which requires the incumbent, or designated alternate, to be screened from military recall status.

Specialized Experience: One year of specialized experience which includes managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and/or (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
