You will serve as a Traffic Management Specialist in the Property Management Department of Naval Sea Systems Command (NAVSEA) Logistics Center, Keyport Division, Naval Undersea Warfare Center, Mechanicsburg, Pennsylvania (NAVSEALOGCENKYPTDIVNUWC MECH PA) in Port Hueneme, California.

Duties

You will perform a wide variety of duties including traffic management, freight classification, and rating. You will determine special services and equipment required for the shipment of various commodities, and the record preparation and maintenance. You will be responsible for the total traffic management functions in support of the Warfare Centers. You will ensure effective contribution to the overall mission of the Command while insuring the greatest economies in the expenditure of funds. You will be responsible for all aspects of daily work performance of the traffic management (commercial freight) function. You will plan and direct installation transportation operations for the movement of material and equipment. You will advise on the procedures and operations for receipt of incoming material, temporary storage, consolidation, and shipment of items throughout the country and to overseas locations. You will prepare and coordinate system functional descriptions, data output requirements, and user documentation needs. You will conduct negotiations for freight transportation services, such as guaranteed traffic. You will participate with system and program managers in developing transportation support requirements for center managed systems and equipment during the conceptual, acquisition, and operational phases. You will establish regional policy, guidelines, and procedures on passenger transportation.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Identifying developments in transportation technology for measuring organizational effectiveness in achieving transportation goals and objectives. Examples of Qualifying Experience may include demonstrated skills in developing transportation support requirements for center managed systems and equipment during the conceptual, acquisition, and operational phases, negotiating transportation fares, rates, and services, such as developing solicitations, evaluating bidders' proposals, arranging for pre-award surveys, and recommending award. For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning installation transportation operations for the movement of material and equipment (e.g., confidential, secret, pilferable, unclassified materials and vehicles, via air, rail, or truck). Examples of Qualifying Experience may include demonstrated knowledge in a wide variety of skills including traffic management, freight classification, and rating; knowledge of the procedures and operations for receipt of incoming material, temporary storage, consolidation; negotiating for freight transportation services (e.g., guaranteed traffic, solicitations, evaluating carrier proposals, analyzing carrier submissions.) Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-11: A Ph.D. or equivalent doctoral degree;
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree;
OR
An LL.M. degree that is related to the position being filled.

OR

For GS-09: A master's or equivalent graduate degree;
OR
Two full years of progressively higher level graduate education leading to such a degree;
OR
LL.B. or J.D. degree that is related to the position being filled.
