The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.
Duties
Leads a team of trades and/or labor workers. Ensures supervisor's instructions on work sequence, procedures, methods, and deadlines have been meet.
Performs work. Sets the pace and demonstrates proper work methods and techniques doing performance of work done by crew being led.
Works along with crew members to set the pace, checks work while in progress as well as when completed to ensure that predetermined standards of quality, work procedures, and sequence established by the supervisor have all been met by personnel.
Periodically checks supply of materials and equipment and ensures needed supplies and equipment to accomplish work assignments are available and manages the tool control program.
Ensures that the crew abides by all rules, regulations, and policies established by higher authority relative to safety, security, fire prevention, and good housekeeping.

- This is a Testing Designated Position. The employee is subject to random drug testing.
- As required by management, may workday, swing, and owl shifts and uncommon tours of duty.
- Emergency overtime may be required.
- Position requires CFC/NCFC Certification (universal) as required by 40 CFR part 82, Subpart F., EPA.
- Disclosure of Political Appointments.
- Provides on the job training to lower grade, borrowed, and newly assigned personnel.
- May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
- Observes safety, security, good housekeeping, fire prevention, and Foreign Object Debris (FOD) rules, regulations, practices and policies.
- Will use respirator if required and attend respirator-training classes when scheduled by training monitor.
- The work requires the employee to drive a motor vehicle. An appropriate valid driver’s license is required.
- May be required to be placed on an “On Call” roster for after-hours response repair work.
- Will be required to operate and use aerial type lifts and platforms of various types and heights up to 80 ft.
- Must be able to read basic colors.
Qualifications
Position requires CFC/NCFC Certification (universal) as required by 40 CFR part 82, Subpart F., EPA. If the certificate is not attached, the applicant will be disqualified for this position.
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 - Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
1. Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s)
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work
performed by the group being led.
4. Skill in performing the trade and /or labor work of the group being led.
5. Ability to lead a team of three or more labor or trade employees.
6. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
Physical Effort: The employee lifts, carries, and handles equipment up to 44 pounds unassisted and over 44 pounds with assistance. Works from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Exercise is moderately strenuous and includes prolonged walking, standing, climbing on and off work stands, ladders, scaffolding while inspecting plants and systems. Requires frequent working in cramped and awkward conditions. Required climbing to above 12 feet.
Working Conditions: Works indoors and outdoors in all seasons. There is a danger of heat, dust, fumes, gases, inclement weather conditions, various wildlife and stinging insects. Subject to discomfort from facemasks or other protective devices when there is a possibility of exposure to toxic refrigerants, noxious gases, fumes, or acids. Subject to possible bums from refrigerants. Works near moving parts of equipment and machinery, energized electrical circuits, sharp metal edges, loud noises, and toxic fumes, which could cause cuts, burns, and respiratory ailments. May be subject to sudden and frequent temperature changes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
