Duties
You will serve as a Program Analyst in the Requirements Division (ESP4), Enterprise Services and Plans Department (ESP), at Naval Network Warfare Command (NAVNETWARCOM).
You will analyze, plan, and program support to substantive, mission-orientated programs that are broad in scope and have a direct and wide impact upon the equipment, readiness, and sustainability of Navy warfighting capabilities.
You will perform as the Contracting Officer’s Representative (COR) responsible for inspections, reviewing, and verification of contractors work efforts, reports, plans, and invoices.
You will coordinate with customer commands, Operational Commanders’ staffs, subordinate units, and System Commands Program Offices to ensure operational requirements are being met.
You will research, prepare briefs, and deliver comprehensive requirements packages in accordance with established processes and standards.
You will prioritize and substantiate capability needs within cyber Integrated Prioritized Capabilities List (IPCL) to achieve sufficient advocacy related within Program Objective Memorandum annual requirements submissions.
You will assist, submit, and coordinate contract source documents to ensure effective and accurate execution of allocated funding to meet parameters of documented capability gaps.
You will research, prepare, and populate Information Technology Procurement Requests (ITPR) and Navy manpower/training requirement systems to fully characterize capability needs.
You will review and provide comments for the improvement of Network, Satellite, and Telecommunications Concepts of Operations, Standard Operating Procedures, Instructions, Directives, and other documentation as required.
You will present briefings to senior military and executive-level civilian decision makers.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
-Experience using quantitative and qualitative analysis, and evaluative methods and techniques to identify interrelated program problems, drawing conclusions and recommendation appropriate actions.
-Experience drafting and submitting contracting documents such as statements of work, performance work statements, and other cost assessment forms.
-Experience using project management tools to effectively characterize, track and display multiple projects with inter-dependent associations.
-Experience producing project papers, staff reports, and executive level correspondence including spreadsheets, databases, graphics and word processing.
