The Office of the Pardon Attorney (PARDON), in consultation with the Attorney General or his designee, assists the President in the exercise of executive clemency. PARDON receives all requests for executive clemency for federal offenses, initiates the necessary investigations, and prepares the recommendation to the President in connection with the consideration of all forms of executive clemency including pardon, commutation of sentence, remission of fine or restitution, and reprieve.

The Management and Program Analyst provides PARDON with essential administrative and resource management, budget/finance, human resources/personnel management, facilities/property, contract administration, and information technology/services to support the Executive Officer and PARDON Leadership in ensuring the infrastructure of the organization is maintained for its front-facing legal staff. Oversees and performs a variety of administrative support services, planning, and coordination duties for PARDON Provides advice and guidance to managers and employees on questions and situations related to the administrative services provided under the direction of the Executive Officer Serves as senior liaison to various Justice Management Division (JMD) staffs in areas related to personnel, budget, finance, travel, safety/security, procurement, and facilities Prepares or updates reports, correspondence, and other documents Serves as a Contracting Officer Technical Representative (COTR)

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.
  • Selective Service registration is required for males born on or after 12/31/1959. Those not registered should have an approved exemption on file.

Qualifications

To qualify for the position of Management and Program Analyst at (GS-0343-11/12/13), you must meet possess the required specialized experience specific to the series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information). For the GS-11 Specialized Experience: For the GS-11, you must have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service. Specialized experience is defined as: Managing organizational information to prepare reports, correspondence, or other documents; AND Coordinating support services such as telecommunications, supplies, equipment, or property. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. For the GS-12: Specialized Experience: For the GS-12, you must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is defined as: Supporting budget, travel, inventory, space, purchasing, or personnel activities; AND Ensuring internal resource management functions conform to requirements, guidelines, or management objectives. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted. For the GS-13: Specialized Experience: For the GS-13, you must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience is defined as: Participating in the planning, development, or execution of business operations programs; AND Analyzing information gathered during management surveys to develop conclusions or recommendations. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement, 07/11/2024.
