The primary purpose of this position is to serve as the Data Steward for the Department of the Air Force (DAF) Counter Insider Threat Hub (DAF C-InT Hub) developing and administering data governance standards, policies, and procedures

Duties

Serves as Data Steward to the DAF C-InT Hub to develop and administer data governance standards, policies and procedures. Develops specific policy issues that involve data operations. Determines paths and processes to integrate authorized data sources. Maintains data quality by assisting in the diagnosis and resolution of data management problems and data errors. Assess end-user feedback to design and recommend modifications to the current test, staging, and development systems to ensure data quality. Provides testing, evaluation, maintenance, and monitoring of new and existing capabilities in support of DAF C-InT Hub Operations. Ensures delivery of robust operational capabilities that have been thoroughly vetted and tested to ensure proper configuration with existing DAF C-InT Hub platforms and technologies. Develops and updates service-level agreements, memorandums of agreement, and other information sharing documents that govern the sharing of data and information between the DAF C-InT Hub and other data stewards. Provides routine metrics and analysis related to data sources, volume, frequency, temporal information, gaps, and shortfalls.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

  • Incumbent is subject to initial and random drug testing.
  • Information Assurance (IA): Information assurance is a condition of employment. Per DoD policy and regulation, the incumbent of this position must achieve the appropriate IA certification, IAM level 2, within six months of assignment of these duties.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments up to 25% of the time.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements for Information Technology (IT) Management Series, 2210 (Alternative A) ***Salary Ranges includes local market supplement*** This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of database technologies and rules surrounding their use, and the ability to construct and manipulate databases to produce analytics and reports. Knowledge of the exploration of data, to including identifying and fixing errors and corrupted or compromised data, understanding how data is utilized and interpreted, and how information is shared and exchanged between data sources and repositories. Knowledge of a wide range of data standards and the laws, regulations, and policies pertaining to the use, storage, and manipulation of data. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of database technologies and rules surrounding their use, and the ability to construct and manipulate databases to produce analytics and reports. 2. Knowledge of the exploration of data, to including identifying and fixing errors and corrupted or compromised data, understanding how data is utilized and interpreted, and how information is shared and exchanged between data sources and repositories. 3. Knowledge of a wide range of data standards and the laws, regulations, and policies pertaining to the use, storage, and manipulation of data. 4. Knowledge of the relationship of various DoD, DAF, industry, and other Defense organizations involved in the sharing of data and information. 5. Knowledge of information technology concepts, principles, techniques, etc., to facilitate the development of policies, plans, requirements, and procedures. Knowledge of current, new, and next generation technologies and capabilities, both in Government and Industry, that support the processing of large amounts of data and information. 6. Skill in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities, skilled in written communications sufficient to develop internal procedures and directives dealing with complex issues, organize ideas and present findings in a logical manner, and to prepare material complicated by short deadlines and limited information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
