The VHACO Resource Board Office (RBO) is located in VHA, Office of the Chief of Staff (CoS) and has responsibility to coordinate Board activities including conducting assessments of VHA's resource body, processing all Executive Decision Memoranda for VHA, and overall Board meeting administration and management. The Director, VHA RBO and Program Analyst positions provide assistance to the Under Secretary for Health in support of the Resource Board (RB).
Duties
Program Analyst- PD-94941A
Provides guidance, consultation, leadership, staff support, and liaison to the Director, VHA RBO; Advises the Under Secretary for Health, Chief of Staff, Deputy Under Secretary, AUSHs, and other key officials on matters involving coordination of Resource Board and communications.
Assesses and analyzes Resource Board performance and determines impact on improving organizational effectiveness and meeting VHA goals and objectives, including preparation of status reports and budget tracking, and reporting.
Coordinates, develops, revises, implements, and conducts follow on evaluations of policies and procedures related to operations and management that are necessary to accomplish goals of Resource Board's mandate.
Coordinates Resource Board activities with the Under Secretary's management programs; coordinates activities of Resource Board as necessary to meet members' demands and to assure efficiency and effectiveness through Resource Board structure in order to achieve
reliable results.
Provides joint planning, coordination, and negotiation for policy analysis, management decisions, and conduct of highly sensitive policy matters that impact policy and procedures affecting VHACO.
Develops strategic plans and short and long-range goals for Resource Board.
Works closely with the VHA Resource Board Director to review resource requests and ensure that appropriate processes exist for review, discussion, allocations, and monitoring of Resource Board.
Develops plans, performs trend analyses, and maintains current records of Resource Board activities and data to include conducting statistical analysis, database management, and reasoned interpretation and evaluation using quantitative and qualitative analytical
methodology.
Serves as an authoritative VHA representative on RB workgroups; evaluates information from multiple sources, addresses conflicting viewpoints, and makes recommendations to resolve complex agency-wide issues.
Manages the VHACO Resource Board Validation Process for VHA Central Office including independently approving/disapproving VHA program office requests based on benchmarks, staffing standards, or independent analysis, providing oversight of position management to ensure recruitment actions occur for appropriate positions only, and maintaining official organizational charts and authorized FTE counts.
Administers community of practice for customers including designing training materials, surveys, and job aids, facilitating monthly calls, identifying and sharing best practices, ensuring comprehensive documentation regarding all materials produced, developing customer feedback tools to identify customer needs, and monitoring customer satisfaction.
Work Schedule: 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2024.
Grade Requirement: For a CTAP only posting you must currently be in GS-13 position or higher. The grade may be in any occupation, but must be in the Federal service. An SF-50 that shows your grade eligibility must be submitted with your application materials.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
Experience applying, advanced HR principles, regulations, systems, workflows, and practices. Experience in program evaluation techniques (e.g., research, benchmarking, basic statistical analysis) to determine program effectiveness. Experience determining workload-based staffing levels required to achieve an organization's mission, functions, and tasks. Experience with position management and classification concepts and principles.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
