This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources (CG-1), Office of Strategy and Resources (CG-1R), Washington, DC.

Duties

As a Program Analyst within the Office of Strategy and Resources, you will provide expertise in the areas of planning, programming, budgeting, execution (PPBE), and review of the multi-year budget and effective management of human resources and manpower allocations in support of the Assistant Commandant for Human Resources.Being a CG civilian makes you a valuable member of the team.  Some of the typical work assignments include:

Qualifications

You qualify for the GS-12 grade level if you possess one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience includes:  Utilizing a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex management budget processes and systems. Conducting analyses, studies and surveys covering human resources programs and operations. Developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. You qualify for the GS-13 grade level if you possess one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience includes:  Evaluating the effectiveness of various planning and management practices, analysis of multi-year budget, analysis of administrative processes, understanding organizational culture, and/or general management review. Conducting analyses, studies and surveys covering human resources programs and operations. Preparing reports or related work documents on survey results, trend analyses or special purpose research.  National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
