This position is located in the Chief Information Officer Organization, Division of Information Technology, Deputy CIO for Management, CIO Acquisition Strategy and Innovation Branch, Enterprise Contracts Management Section of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $275,000.
Duties
Serves as the CASIB/ECMS chief, providing professional leadership, advice, guidance and authoritative consultant services on all matters pertaining to the CIOO’s contract management program regarding acquisition strategies for multi-year, multi-million dollar contracts for enterprise-wide IT products and services.
Serves as a key advisor to the CASIB Deputy Director on how pre-award and post-award functions can impact long-range management planning, and provides recommendations regarding significant and innovative IT procurement practices, internal policies, procedures, Board cases, and annual plans for the CIOO.
Serves as a principal advisor on non-traditional procurement models in support of the FDIC Supervision Modernization initiatives, including an adoption of innovative, cutting-edge procurement models already in use at the other federal agencies. Such models include rapid phased prototyping using other transaction authority, prize challenges, or commercial solutions opening pilot.
Directs staff on the drafting and maintenance of IT acquisition-related training, guidance, and procedures within CIOO necessary to support the section.
Provides an avenue for vendors to present new business practices that can be beneficial in FDIC's work relationship. Monitors vendor's financial condition and other marketplace issues that may be advantageous or disadvantageous to FDIC.
Develops and manages the CIOO's nationwide contract program and strategy for all enterprise contract management activities, including annual planning, solicitation package preparation and approval. Oversees the development and management of supporting documents, which may include developing and overseeing the requirements package, request for proposals, milestone schedules, Statements of Work, Statement of Objectives, negotiation strategies in support of the FDIC Contracting Officer, Independent Government Cost Estimates (IGCEs), market research/surveillance, cost-benefit analyses, and other required artifacts.
Determines what resources to assign to a given program or project; what programs or projects take precedence; and when to initiate or delay programs or projects and to implement projects related to the Corporation's IT acquisition programs. Conducts or directs special studies, case studies, assessments, and other analyses to perform special briefings for CIOO senior management.
Keeps abreast of current developments in the IT and contracting fields, and takes action to improve the Corporation's IT acquisition strategy regarding CIOO programs and products. Ensures that regulations pertaining to CIOO acquisitions are current, and comply with applicable statutes and regulation.
Supervises and directs the work of subordinate staff. Evaluates and provides feedback to employees regarding work performance. Counsels employees on work issues. Approves/disapproves requests for leave. Identifies staff training and developmental needs and makes necessary provisions. Administers minor disciplinary actions and recommends awards. Hears and resolves grievances or other disputes either with or without the assistance of higher-level supervisor(s).

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, skills, and abilities and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.
Technical Experience 1: Experience in implementing plans, procedures, methodologies, and operational support for Corporate-wide IT contracts.
Technical Experience 2: Experience in applying quantitative and/or qualitative methods for the assessment and improvement of program effectiveness, or the improvement of acquisition management processes or systems.
