This position is located within the Data Collection and Analysis Unit (Data Unit), in the State Monitoring and Program Improvement Division (SMPID), Rehabilitation Services Administration (RSA), Office of Special Education and Rehabilitative Services (OSERS) and serves in the supervisory capacity as Chief of the unit.  SMPID is responsible for the collection, analysis and reporting of performance data submitted by formula grant programs established under the Rehabilitation Act of 1973.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience implementing the WIOA section 116 performance accountability provisions, including the collection of performance data, aggregation of data, calculation of the WIOA performance indicators, assessment of WIOA performance, and use of the statistical adjustment model.     2.Experience providing technical assistance related to the data collection and reporting requirements of the WIOA Participant Individual Record Layout (ETA-9170) or the Case Service Report (RSA-911). 3. Experience designing, creating, and deploying public-facing website content or experience with designing, managing, and maintaining databases that contain program fiscal and performance data. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of personnel management practices and the ability to manage staff effectively to accomplish work tasks. 2. Knowledge of data systems development and usage, with special emphasis on scheduling, integration, reporting and control required to generate and analyze new evaluation and measurement approaches.3. Knowledge of laws regulations, and policies for the Rehabilitation Act and WIOA. 4. Knowledge of program management and evaluation principles, concepts, and techniques sufficient to provide leadership in the management, assessment, and improvement of program operations and management systems.5. Ability to communicate complex information orally through formal and informal presentations using effective materials tailored to the audience’s needs and technology as appropriate, in a professional, confident, clear and engaging manner.
