This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Medicaid and CHIP Operations Group (MCOG). As a Health Insurance Specialist, GS-0107-14, you will serve as a Health Insurance Specialist with technical authority and responsibility for providing subject matter expert/technical assistance to management officials within CMS, other Federal, State, and local government agencies.

Duties

Provide technical direction and leadership to a highly technical professional staff; making recommendations on key healthcare programs and policy issues affecting the operations of the Center and CMS programs. Provide technical assistance and support to States, and other partners related to the interpretation and implementation of Medicaid and CHIP program policies, healthcare delivery systems and operations. Conduct special assignments/projects pertaining to program implementation and operations at the direction of leadership involving extensive research, fact-finding and analysis on a variety of high-level subjects of critical importance to the Agency. Represent senior CMCS officials in discussions with senior CMS and Departmental officials, congressional staffs, interest groups, and other members of the public in order to explain and justify Medicaid program policies and program issues. Prepare presentations and present orally and draft written documents including reports of findings, actions taken, or recommends what actions/issues need management attention.

Qualifications

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Providing technical guidance on oversight responsibilities for ensuring that states implement federal requirements for Tribal Consultation and American Indian (AI)/Alaskan Native(AN) Protections and ensuring that federal statutes, regulations and CMS policies are applied effectively in U.S. territories; AND Researching, analyzing, and interpreting statue and regulations to support state, territory and tribal program implementation; AND Conducting complex and high-priority special assignments or projects pertaining to program implementation and operations; AND Preparing and presenting technical information to management, staff and key stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
