You will serve as a PROGRAM MANAGER in the SURFACE SHIP SUSTAINMENT OFFICE (PMS 443) of NAVSEA HQ FIELD SUPPORT.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will ensure application of program and technical rigor for program operational requirements including cost estimating, budget analysis, risk management; scheduling; system engineering; and acquisition planning.
You will plan Ship Control Systems Acquisition, Sustainment and Modernization.
You will obtain and maintain Contracting Officer’s Representative qualifications as needed to align the acquisition strategies aligned to assigned platforms.
You will provide evaluations, guidance, and recommendations to achieve commonality.
You will represent NAVSEA and the Principal Assistant Program Manager to NAVSEA field activities.
You will solve broad programmatic and sustainment issues and implement strategic plans.
You will arrange for resources including labor, materials, contracts, and industrial support to accomplish specific program objectives within schedule and budget.
You will perform investigations and technical assessments in collaboration with technical leads.
You will be responsible for preparation and delivery of program status reports and presentations.
You will provide risk management, risk identification, and mitigation.
You will present complex technical issues to senior leadership including plans to resolve issue and mitigate associated risks.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector managing program requirements to support the acquisition, procurement, or life cycle processes applied to naval surface ship modernization and maintenance projects.
