Duties
Develops contract modifications, government negotiation documents and assists in developing and managing the quality assurance program for the Directorate of Public Works BASOPS contracts.
Serves as the Alternate Contracting Officer Representative (ACOR) for the Directorate of Public Works BASOPS contracts.
Serves as a Quality Assurance Evaluator (QAE) with functional responsibility in one or several functions.
Serves as a Quality Assurance Evaluator (QAE) with functional responsibility in one or several functions.
Performs contract administration and quality assurance to ensure contractor compliance with contract requirements for the evaluation and surveillance of service contracts.
Develops inspection plans and schedules inspections; conducts inspections by observing actual task performance, physically checking attributes of completed tasks or services, and/or checking management information reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to obtain Contracting Officers Representative (COR) certification within 120 days of being hired.
- Most work is performed in an office environment. Considerable time is also spent at worksites which may expose incumbent to dirt, dust, noise, ambient heat/cold, and outdoor environmental conditions.
- Tasks involve walking and climbing when inspecting contracts. May require occasional crawling under building or in attics. Usually does not require lifting more than 50 pounds.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes performing quality assurance by inspecting and monitoring construction and service contracts for compliance; evaluating, documenting, and reporting contractors' performance; conducting site visits to gather information required for development of contract documents, contract execution, and administration; and developing statement of work and cost estimates for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
