This National Guard position is for a Personnel Security Specialist, Position Description Number NGD2481000 and is part of the JFHQ-G-3. This is a permanent Title 32, Dual-Status position. AREAS OF CONSIDERATION: - Members of the South Dakota Army National Guard or those eligible to join.

Duties

As a Personnel Security Specialist, GS-0080-09, you will: This position is located at the State's Headquarters ARNG Intelligence and Security Office. This is an Army National Guard (ARNG) Dual Status Technician position requiring military membership. The primary purpose of this position is to serve as a Personnel Security Specialist, responsible for processing personnel security clearances and all tasks related to the adjudication of personnel suitability case files. Requirements

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Must attend the ARNG Security Manager Course within 12 months of hire.
  • Must obtain the Security Professional Certification(s) within 24 months of hire.

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Enlisted on up to CPT are eligible to apply. Military grade inversion within the full-time work force is not permitted. The military grade of the full-time supervisor must equal or exceed the military grade of personnel supervised. Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance. GENERAL EXPERIENCE: All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. SPECIALIZED EXPERIENCE: To qualify for the GS-09 Intermediate career level in the Security Administration Series GS-0080, the applicant must have least 12 months experience in the security career field, to include technical training schools and drill-status working experience. Security Forces and Intelligence training experiences are not required for individuals performing Chief of information Protection duties/responsibilities; Security Officer duties/responsibilities; or, Special Security Representative duties/responsibilities. Apply the following specialized competencies (Knowledge, Skills, and Abilities) factors, as applicable to the seven organizational disciplines of Series GS-0080 and each discipline's requirements. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of personnel security concepts, principles, and application for the purpose of administering the states personnel security programs, determining appropriate actions to take for violations of adjudicative guidelines, and adjudicating clearance determinations. Knowledge of analytical methods used to evaluate application packets for security clearance eligibility, identification and corrective actions of derogatory information, resolution of conflicting information. Knowledge of a wide range of DoD and other federal security programs their interrelationships, and practices.
