This National Guard position is for a Security Specialist (Protection), Position Description Number NGD2617000 and is part of the JFHQ-G-3. This is a permanent, Title 32, excepted service position. AREAS OF CONSIDERATION: Members of the South Dakota Army National Guard or those eligible to join.

Duties

As a Security Specialist (Protection), GS-0080-11, you will: The primary purpose of this position is to serve as the ARNG Protection Specialist for functional elements and related physical and operations security policy and issues, handling of intelligence and law enforcement sensitive information, managing assigned program areas, directing studies and reviewing, revising and implementing protection policy and projects. This position is located within the Joint Force Headquarters (JFHQ) Army National Guard (ARNG) Deputy Chief of Staff for Operations (DCSOPS) G3/5/7 Section.

Requirements

Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. MILITARY REQUIREMENTS: Soldiers SFC to MAJ are eligible to apply. The military grade of the full time supervisor must equal or exceed the military grade of personnel supervised. ARNG Officer - FA 34A, Army Strategic Intelligence Officer; Branch 35, Military Intelligence Officer; AOC 31A, Military Police. ARNG Warrant Officer - MOS 350F, All Source Intelligence Technician; MOS 350G, Geospatial intelligence Imagery Technician; MOS 351L, Counter Intelligence Technician; MOS 351M, Human Intelligence Collection Technician; MOS 351Y, Chief Counter Intelligence / Human Intelligence; MOS 352N, Signals Intelligence Analysis Technician; MOS 352R, Army Emanations Analysis Technician; MOS 352S, Signals Collection Technician. ARNG Enlisted - MOS 35 Series Must be able to obtain and maintain a Top Secret/Special Compartmented Information (TS/SCI) security clearance. The following six basic qualification criteria are required to successfully meet the basic qualification factors within an applicable career level in one of the seven specified security program disciplines: - Skilled in collecting and analyzing data effectively, efficiently, and accurately; - Ability to clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; - Ability to write English in reports and presentation formats; - Ability to communicate -orally and in writing- clearly and effectively; - Ability to assess body language and perceive immediate risk levels; and, - Skilled in applying procedures and directives by reading and interpreting technical material. General Experience - All Series GS-0080 personnel must be certified at the next higher level before being eligible for that level. Each applicant must have the education and validated understanding of the basic principles and concepts of the occupational series and grade for one of the seven organizational program disciplines and its applicable Security Series career level, as cited on page two. Applicants must have the experiences, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures. Specialized Experience - Defined as progressively responsible work that demonstrates the candidate's full competency (Knowledge, Skill, Ability, and Behaviors) to perform tasks and responsibilities as described in the pertinent position description. It includes military administration, military security, and/or personnel management experience that prepares the applicant to perform the duties and responsibilities to achieve the required competency levels as defined by the applicable position description. To qualify for the GS-11 journeyman career level in the Security Forces Series GS-0080, the applicant must have least 24 months experience in the Security Forces career field to include technical training schools and drill-status working experience. Security Forces and Intelligence training/experience are not required for individuals performing Chief of information Protection duties and responsibilities; Security Officer duties and responsibilities; or, Special Security Representative duties and responsibilities. Supervisory Positions: Must have experiences in managing and supervising work functions and discipline requirements. Experienced in conducting employee performance evaluations; mentoring junior officers and enlisted squadron employees, managing resources and budgets; and directing assigned work, and leading the employees on all program tasks, inspections, exercises, deployments, and/or mobilizations. Must have experiences in planning and scheduling work in a manner that promotes smooth flow and even distribution of assigning work requirements. Experiences included Information Protection program training and guiding employees on programs and through assigned tasks. Experiences involved balancing Information Protection program requirements and providing advice, guidance, and direction on a wide variety of the program's policies and employee performance administrative issues. Experienced in structuring assignments to create effective and efficient procedures that resulted in measuring improved task processes. Previous supervisory experiences created improvements in mentoring, training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have demonstrated experiences or endorsements on mentorship competencies provided to employees. Must have working knowledge of equal employment and affirmative action programs. Knowledge, Skill, and Abilities (KSAs): Applicants are strongly encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training. Knowledge of Executive Orders, legislation, and DoD, NGB, United States Army (USA), and MACOM policy requirements, which are used to formulate a comprehensive, integrated state protection program which meets regulatory requirements and reduces command specific vulnerabilities and allows for the application of innovative and new security theories and concepts to provide overall enhanced security of installation resources and personnel. Knowledge of law enforcement and security policy requirements and procedures to provide recommendations for making key decisions and policy development on short- and long-term security planning. Knowledge of protection construction standards to assess and sign off on installation construction projects Knowledge in the specialized field of protection functional areas including antiterrorism, emergency management, law enforcement, and physical and operations security. Knowledge to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems having different technical aspects.

Education

Army National Guard Officer: An undergraduate degree from an accredited college/university is mandatory. The college degree work should include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Army National Guard Warrant Officer: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university, with completed academic courses in sociology, criminology, police administration, criminal justice, or a related area, is optimum.
