Duties
Directs the implementation of MSFRIC electronic information resources and technologies for librarians and customers.
Serves as the MSFRIC Webmaster. Serves as leader of the MSFRIC Web Team; Is responsible for the design, development and revision of the library's homepage.
Provides comprehensive reference and research assistance to library customers. Interviews and interacts with clientele to establish user needs and requirements.
Performs first level supervisory personnel management responsibilities. Structures assignments and reviews work of
Assistant Electronic Services Librarian based on priorities and deadlines.
Indexes for Muir S Fairchild Research Info Center Index to Military Periodicals. Using the Indexers' Manual of Subject Headings, assigns subject headings to articles in select military periodicals for inclusion in the MSFRIC Index to Military Periodicals.
Participates in the collection development and management for the MSFRIC. Reviews bibliographies, book reviews, and other sources to recommend materials in designated subject specialties.
Maintains professional currency. Participates in local, state, and national professional library meetings.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM), General Schedule Librarian Series 1410
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. A full 4-year course of study in an accredited college or university that meets all academic requirements for a bachelor's degree that included at least 24 semester hours in the specialized field for which the applicant is being considered, e.g., physical science, biological science, social science; or that included any combination of subjects with at least 15 semester hours in a major subject (such as physics or chemistry) that is especially applicable to the position for which the applicant is being considered;
or
B. Completion of at least 24 semester hours of legal study in an accredited law school for positions primarily concerned with providing library services in law or legislative reference;
or
C. Four years of pertinent experience of such nature and level to provide a knowledge of the basic principles, theories, practices, techniques, terminology and expressions of the appropriate discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; ability to acquire additional information about the field and related fields; and some knowledge of literature resources in the field.
Such experience should be equivalent to that which would have been acquired through successful completion of a full 4-year curriculum in an accredited college or university with major study in appropriate subjects, or combination of subjects, as specified in (a) above; or legal training as specified in (b) above;
or
D. Any time equivalent combination of experience as described in (c) with education as described in (a) or (b) above;
or
E. Demonstrated ability as shown by education or experience to read or translate information from one or more foreign languages into English.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Thorough, professional knowledge of all aspects of library principles, concepts, methodology, operations, and management to accomplish assigned library functions. Knowledge of Air Force libra1y system policies and procedures. Comprehensive understanding of the policies, procedures, systems, and interrelationships of the organization and customer served. In-depth knowledge of marketing and publicity techniques and the ability to communicate orally in writing to resolve a variety of information access problems and to convey to customers the full scope of library resources available. Knowledge of the interests and needs of customer and organization served to promote library use. Knowledge of personnel policies and programs in order to supervise libra1y employees. Ability to direct, control, and evaluate employees in a library environment. Knowledge of searching strategies and techniques, and content to utilize a variety of specialized on-line and CD-ROM databases, and to discern the best resource for the question. Knowledge of computer systems and equipment to plan, evaluate and recommend acquiring computer software and equipment to support extensive library functions.

EDUCATION: 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of all aspects of library principles, concepts, methodology, operations, functions, and management to perform the professional and administrative duties of the position.
2. Knowledge of the policies, procedures, systems, and interrelationships of the library, the library's databases, data sources, and the customer served.
3. Knowledge of marketing and publicity techniques and of the interests and needs of customer and organization served to promote library use.
4. Knowledge of established procurement rules and regulations and internal organizational acquisition policies and those of various networked information centers. A familiarity with publishers' and suppliers' methods of operation.
5. Knowledge of on-line database searching and research techniques, and capabilities of post-processing to meet user requirements. Knowledge and skill in utilizing computer databases containing various reference materials to which access is sought by customers.
6. Ability to supervise library employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach library techniques to employees. Ability to communicate orally and in writing to resolve a variety of information access problems and to convey to customers the full scope of library resources available.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
