The following are the duties of this position at the full working level.
Plans for and arranges domestic and international travel itineraries for the CIR, including flights, accommodations, ground transportation, and other logistical requirements. Conveys the CIR's travel-related preferences, expectations, and needs to the Service's internal Travel Officer, Logistics Officer, and executive personnel within the Service's Business Operating Divisions (BODs), as well as external stakeholders such as airlines, hotels, and car rental companies, to mitigate downtime or inefficiencies such as avoidable changes or adjustments to travel plans, such as flight delays or last-minute itinerary modifications. Conveys authoritative travel guidance to the CIR and the CoS to ensure all travel arrangements adhere to travel regulations and budgetary constraints. Directly briefs the CoS and other executive staff on regulatory or administrative aspects of travel and logistics relating to the CIR's travel needs.
Communicates effectively with the CIR and the CoS, keeping them informed of travel arrangements, schedule updates, and any potential issues or concerns. Provides
regular and recuring briefings with executive assistants, administrative staff, and other
stakeholders within and outside of the Service to ensure alignment and collaboration on travel and logistics-related matters, as needed by the CIR.
Monitors and tracks travel expenses incurred by the CIR, reconciling receipts, invoices, and credit card statements. Prepares accurate and timely expense reports, ensuring compliance with travel regulations and Treasury/IRS policy. Identifies cost-saving opportunities and efficiencies in travel expenditures, proposing recommendations for optimization.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience with analytical and evaluative methods and administration of travel programs to participate in the assessment of program development, determine appropriate evaluation and measurement techniques, identify significant program or resource issues, and improve management processes and systems.
Experience with operating divisions organization, policies, practices, and program objectives sufficient to participate in the development of travel guidance, assessment of resource utilization, and development and implementation of changes to current processes and procedures.
Experience with financial management and travel processes, this can be demonstrated by assignments where you prepared and maintained the financial plan involving all categories of expenditures and participated in the budget process involving financial review and analysis.
Experience with oral and written communication techniques to present plans and proposals convincingly, negotiate effectively, and reconcile conflicting interests and points of view.
Experience with negotiation skills in order to reach agreement on changed work practices and objectives.
