The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Washington, DC, however, the incumbent duty station will be the Philadelphia Regional Office. This position serves as management and program analyst to the Deputy Assistant Secretary (DAS) for Enforcement, Office for Civil Rights (OCR) in the U.S. Department of Education.

Duties

Qualifications

Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1.    Experience with complex issues, major program goals, work processes, qualitative and quantitative methods and substantive administrative support functions.2.    Experience with analytical and evaluative methods and techniques with efficiency and effectiveness of program operations and organizational practices.3.    Experience with laws, regulations, policies, goals, and objectives to establish and maintain management policies and procedures.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Skilled in adapting analytical techniques to measure and manage program progress, by utilizing quantitative and qualitative methods to establish program improvements.2.    Knowledge of concepts, principles, and methods of critical problem-solving sufficient to advise management of solutions and potential outcomes.3.    Knowledge of a wide range of policy procedures, and guidelines to manage multiple assignments, produce sound proposals and best courses of actions.4.    Knowledge of laws, regulations policies, procedures and goals to establish baselines for extracting data for regional reporting, improvements, maintaining processes and tracking measures.
