The primary purpose of this position is to serve as the administrative officer to the Director and Staff of the NORAD and USNORTHCOM Washington Operations Office (N&NC/WO) on a broad-spectrum of administrative issues related to supporting the mission of NORAD and USNORTHCOM in Homeland Defense (HD) and Defense Support to Civil Authorities (DSCA).
Duties
Assures internal systems and procedures for carrying out the organization's administrative functions meet the requirements of balancing costs, benefits, productivity, and effectiveness. Keeps management informed of new or revised administrative policies, regulations, and procedures affecting the organization.
Serves as the Washington Operations Office's Portal Manager, Site Owner, and Records/Files Custodian. Ensures proper records management, reviewing all directorate documents and information ensuring the proper disposition, record buckets, uploads, and repository management.
Reviews local regulations and implements administrative programs to include records management, correspondence, military awards, timekeeping and joint travel regulations. Promotes effective records management by keeping records current and accurate. Arranges for the retirement or destruction of material no longer required for current operations. Make authorized purchases using Joint Staff issued supply card.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the comprehensive understanding of pertinent regulations, policies and precedents affecting the areas of specialization, as well as the use of managed program and related resources (people, money, or equipment) affecting the N&NC/WO staff. Mastery and expertise in analyzing, planning, organizing, and conducting assignments, as well as skill in justifying or resolving matters involving significant or controversial issues. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of administrative concepts and practices sufficient to make or recommend changes in administrative policies, devise and install procedures and office practices affecting the staff and relevant staff elements, and to foresee administrative problems and requirements.
2. Knowledge of various Federal directives, regulations, and procedures for processing staff actions.
3. Knowledge of military command structure, missions, programs, and organizational relationships.
4. Skill in interacting with individuals at all levels of the Federal government.
5. Skill in applying departmental protocol standards.
6. Skill in working independently. Skill oral and written communications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDTIONS OF EMPLOYMENT:
Some TDY is required. Work for this position may occasionally require travel away from the normal duty station. The employee may be required to travel by commercial or military aircraft, commercial or government ground transportation in the performance of duties.
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
