Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as overseeing, supporting, and/or implementing watershed restoration and conservation strategies; reviewing grants, cooperative agreements, and/or interagency agreements.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as planning and/or directing Chesapeake Bay Program functions in the areas of strategic planning, budgeting, and/or communications; and reviewing grants, cooperative agreements, and/or interagency agreements.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of the Chesapeake Bay Program including the development of performance measures, accountability practices, budget formulation and implementation, and adaptive management.
Knowledge of the Clean Water Act.
Skill in managing competing issues and workloads.
Ability to plan, implement, direct, analyze, and carry out complex projects that require participation from, and often consensus of, Chesapeake Bay Program partners and other interested parties.
Knowledge of federal permitting and enforcement regulations.
Skill in written communication.
Skill in oral communication.
Knowledge of grant and interagency agreement policies in order to perform Project Officer duties including reviewing grant applications or IA agreements, preparing grant packages, and monitor and tracking work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
