Qualifications

We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as resolving water quality and living resources issues across watersheds; providing guidance and support to stakeholders and partners on watershed protection and restoration; and analyzing and evaluating new or revised environmental programs and actions to determine impact on water quality and living resources. To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as resolving water quality and living resources issues across watersheds; providing coordination to partners and other stakeholders on watershed planning, protection, and restoration; and drafting regulatory or non-regulatory policies, directives or guidance to improve water quality and living resources. Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Water Act (CWA), and/or other water quality laws, documentation and reporting requirements; 2) Skill in oral communication sufficient to provide guidance and assistance on complex aspects of environmental protection policies, plans, and programs; 3) Skill in written communication sufficient to respond to a wide variety of external inquiries, and develop program reporting, policies and guidance; 4) Knowledge of water program management concepts, principles and practices; 5) Skill in implementing and evaluating state/tribal/local water protection programs; 5) Knowledge of federal regulations, laws, policies and practices governing grants administration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
