You will serve as the Senior Advisor for Force Resiliency and Mental Health in the Office of Force Resiliency (OFR) for the Department of the Navy (DON), and advise on matters pertaining to the prevention of, and response to, sexual assault and harassment, suicide, hazing, bullying, and related destructive behaviors among service members, their families, and civilian personnel.

Duties

You will serve as primary advisor to Assistant Secretary of the Navy (Manpower and Reserve Affairs) and Director, OFR influencing, designing, implementing, and executing strategies, policies, and programs to promote diversity, equity and inclusion. You will serve as senior policy advisory on the oversight, management, and integration of all Force Resiliency and Mental Health matters to ensure coordination, continuity, and conformity of execution in accordance with established goals. You will report, investigate, and recommend corrective actions to leadership promoting enhanced accountability and standardization of operating procedures; evaluate and institute changes in curriculum, training and business practices, as needed. You will advise on updates to SECNAV instructions and directive-type memoranda, provide consultation on policy evaluation initiatives and effectiveness of DON activity programs. You will execute program objectives using extensive coordination, planning, program knowledge, management, and leadership abilities. You will represent the Office of the Assistant Secretary of the Navy (Manpower and Reserve Affairs) at meetings, conferences and seminars where it is necessary for interpretation and articulation of DON policies pertaining to assigned areas.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated experience in translating complex legislation and policy initiatives into actionable and effective Force Resiliency and Mental Health programs proven through program assessment and evaluation competencies; the ability to employ application of research and studies, complex data gathering and analysis to inform effective policy development. 2. Demonstrated proficiency in fundamental Force Resiliency and Mental Health program management to include organization change management, policy and process improvement and business transformation. 3. Demonstrated performance in using quantitative and qualitative data to explain, advocate, and express facts and ideas in a convincing manner; experience negotiating with individuals and groups at all levels of a large Federal agency; ability to develop and maintain expansive professional network with other government agencies at the local, state, and Federal levels, with committees and Members.
