This position is located in the Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer for Financial Policy and Planning (ACFO-FPP), Fiscal Policy Division at Washington, D.C.
The incumbent of this position is responsible for conducting projects, analyzing, reviewing and evaluating a variety of data, and participating in the establishment and implementation of policies, guidelines and procedures.
Duties
Examines policies to identify those affecting controls and Program Management initiatives.
Collects reviews and analyzes statistical information from data that may be obtain through reports, files, and meetings.
Develops automated processes for accomplishing the functions of the Office.
Participates in projects, special analyses, and studies with GAO, Treasury, GSA and other agencies on matter related to assigned responsibilities.
Assists in preparing policy statements and procedures for conducting front-end risk assessments.
Prepares drafts, for review and approval to implement Departmental programs, objectives, policies, and Standards.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Specialized Experience Requirement:
GS-11: One year of specialized experience, equivalent to the GS-09 level in Federal Service or equivalent responsibility in the private sector/pay systems equipped you with the competencies to successfully perform as a Management Analyst. Such experience includes, Utilizing knowledge of the Federal Statutes and Government-wide policies, processes, procedures in making decisions affecting areas of responsibility, such as financial and travel management; utilizing analytical and evaluative methods techniques in order to plan, conduct and coordinate studies, analyses, and surveys related policy program areas; assists in preparing oral and written reports with graphs and charts; and collects, reviews and analyzes statistical information from data obtained through reports, files, and meetings.

Applicants MUST submit a RECENT SF-50 that illustrates time-in-grade and reflects title, series, and grade.

Time In Grade: Merit Promotion - Status applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-09 is required to be eligible for the GS-11 level.

Education
Education Can Be Substituted for Specialized Experience at the GS-11 Grade Level.
GS-11:
Ph.D. or equivalent Doctoral degree
or
3 full years of progressively Higher-Level Graduate Education leading to such a degree (Ph.D. degree)
or
LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any field of study (Note: You must attach an eligible & entire copy of your transcript)
OR
Have an equivalent combination of successfully completed Higher Level Education and Specialized Experience that makes up 100% of the qualifications required for the position.
Combination of Education and Specialized Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The
total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
Education must be reviewed and certified by an accrediting institution recognized by the U.S. Department of Education in order for it to be creditable toward your qualifications. Therefore, you should provide only the attendance and/or degrees from
schools accredited by accrediting institutions recognized by the U.S. Department of Education.
Foreign Education: If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards.
