This position is located in the Engagement, Liaison, and Outreach Division, Office of Intelligence and Analysis, U.S. Department of Homeland Security (DHS). The incumbent functions as the Director, of the Engagement, Liaison, and Outreach division Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include: The primary purpose of this position is to serve as the Director of I&A's Engagement, Liaison and Outreach Division (ELO). The position is responsible for overseeing I&A efforts to ensure SLTT, federal, private sector, and foreign partners can expeditiously access the capabilities, resources, and expertise necessary to share information and intelligence and serve as full participants in the homeland security enterprise. This position also oversees I&A-wide relationships with national-level organizations to ensure transparency, provide common and consistent messaging, and address any issues, concerns, and questions. This position will oversee management of relationships with national-level stakeholder organizations and the execution of national initiatives impacting SLTT, federal, private sector, and foreign partners. This includes the collection of intelligence requirements and routine communications with partners. This position will also serve to advocate partner perspectives and priorities within I&A, DHS, the federal interagency, and the Intelligence Community. This position requires professionals with external partner intelligence experience who understand the current law enforcement and homeland security operating environment and who have significant relationships with national level stakeholder associations. The assignment involves issue identification and definition, planning, coordination, and resolution with numerous partners across the I&A, DHS, SLTT, federal, private sector, and foreign communities. Requirements

  • You must be a U.S. citizen to apply for this position.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • You must successfully pass a background investigation.
  • You must submit to a pre-employment drug test. This is a Testing Designated Positions (TDP).
  • You may be required to serve a two-year trial period.
  • Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.

  • Overnight Travel of 1-5 nights per month may be required.
  • Must be able to obtain and maintain a Top-Secret Security Clearance.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

SPECIALIZED EXPERIENCE You qualify for the GS-15 grade level if you possess the specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Experience working in or directly with professionals in national-level homeland security organizations and who understand the current homeland security operating environment, landscape, policy, and areas of concern. Have the ability to develop significant relationships with national level stakeholder associations. Experience coordinating with agency partners and sharing relevant intelligence and threat information with external stakeholders. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. SELECTIVE PLACEMENT FACTOR Valid State Driver's License: The work may require the employee to drive a motored vehicle. A current and valid state driver's license is required for the position. NOTE: You must submit a copy of your current and valid state driver's license as part of your application, otherwise you will receive an ineligible rating. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
