The primary purpose of this position is to serve as an Information Technology (IT) Specialist in the area of policy and plans in the area of IT systems planning, requirements, and project management; performing assignments designed to further develop applicable analytical and evaluative skills and techniques
Duties
In a developmental capacity, gathers requirements and recommendations for improving IT applications.
In a developmental capacity, provides routine plans and policy assistance to functional users of information technology.
Monitors and maintains computers and related peripherals and tracks routine maintenance of existing computer equipment.
Provides Tier 1 Level Customer Support. Responsible for hands-on maintenance and tier 1 level troubleshooting of common technology systems in current use.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted.
- Failure to receive the proper IA certification will result in removal from this position.
- The employee must be able to obtain and maintain a Secret security clearance as a condition of employment.
Qualifications
This is a target position with known promotion potential to the full performance grade of GS-09. Selection can be made at any grade for which determined qualified. May be non-competitively promoted to the interim or target grade, subject to meeting eligibility/qualification requirements, at management's discretion.

GS-7 SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes application of IT principles, concepts, methodology of Information Technology applications, both hardware and software, sufficient to participate in the assessment of organization IT business requirements; applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; Ability to gather and analyze basic facts and draw conclusions.

EDUCATION:
Successfully completed 1 full year of graduate level education in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

Successfully completed bachelor's degree with Superior Academic Achievement in a course of study as described above. S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.
GS-9 SPECIALIZED EXPERIENCE: Applicants must IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes applying IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements.; Ability to develop IT policies and plans and to assess impact of changed policy on the organization's current IT plans and programs.; Ability to conduct analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.

EDUCATION: Successfully completed a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Ability to understand the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Ability to understand and apply budgetary processes, cost-benefit analysis methods, and conduct analysis of performance data to prepare budget recommendations in support of IT requirements.
Ability to analyze complexities of existing technology, reviews, revises, and develops policy, initiates plans for enhancements, and provides management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements
GS-9

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
