The primary purpose of this position is to serve as Senior Joint Lessons Learned Program (JLLP) Analyst and Team Lead for the NORAD and USNORTHCOM training and exercise program.

Duties

Serve as Joint Lessons Learned Program (JLLP) Team Lead, Senior JLLP Analyst and advisor to the Commander by providing expert advice on the policy, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of planning, development, modification, execution, engagement, evaluation and analysis of JTP events and JLLP collections in support of the Commands' individual and collective training in order to improve the Commands' readiness posture. Performs reviews, studies, and analysis of the JLLP, governing regulations, policies, plans, and guidance to evaluate and recommend modifications to procedures, policies, and processes to improve the effectiveness and efficiency of mission goals and operations, and address especially complex problems for introduction into the Commands' Theater Campaign Plan (TCP), Operations Plans (OPLANS), Contingency Plans (CONPLANS), daily operations, and the Joint Training Plan (JTP). Serve as the Subject Matter Expert and team lead for the NORAD and USNORTHCOM's Joint Lessons Learned Program (JLLP) team. Serve as lead for planning and organizing analysis efforts within the NORAD and USNORTHCOM/J7 Training and Exercise Directorate, to identify the Commands' training shortfalls and their inclusion into future training. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions within NORAD and USNORTHCOM, the assigned Service Component Commands, Sub-Unified Commands, NORAD Regions, and adjacent Combatant Command's leadership, supervisors, customers, and co-workers; conduct or lead conferences. Develops a variety of correspondence and documentation (e.g., formal letters, reports, staff studies, responses to Presidential and Congressional inquiries, staff summary packages, briefings, charts, and bullet background papers). Responsible for communicating and effectively integrating the Commands policies, plans, procedures, actions, and milestones to ensure the effectiveness and efficiency of planning , development, modification, execution, engagement, evaluation and analysis of JTP events and JLLP collections. Articulate and communicate to the team upcoming assignments and projects, problems to be solved, actionable events, milestones, and /or program issues under review, and deadlines with timeframes for completion.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of local, state, and federal agency organizations, structure and plans as related to homeland defense, homeland security, crisis management, defense support of civil authorities, consequence management, civil disturbance, etc., as well as an understanding of highly classified operational plans. Expert ability in drafting synopsis of evaluations, analysis, lessons learned, and after action reports captured from major exercises/events. Advanced knowledge of organizational principles and practices in planning, coordinating, and executing exercises and training events. Expert knowledge of learning theory and the design, development, and implementation of individual and group training targeted toward adult learner training audiences. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in training, exercise and education program management. 2. Ability to interpret military law, joint plans, policies, and practice. 3. Knowledge of crisis response processes and controls systems. 4. Knowledge of security policies and procedures. 5. Skill in the use of automated systems utilized to track data. 6. Skill in oral and written communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
