Duties
As a Budget Analyst, you will:
-Design and conduct analytical studies and field surveys to evaluate the effectiveness of present funding and control procedures in meeting program objectives.
-Assist in the development of proposals for Public and Indian Housing's policies, laws, and regulations and assures all requirements (legislative, budgetary, etc.) are met.
-Explain fund assignment process to wide variety of interested parties
-Prepare analytical reports relating to field office funding program accomplishments against program objectives.
-Develops analytical procedures and reports, in coordination With the program staff, concerning relative housing costs and housing needs, comparative use of housing assistance funds, and the relationship between program funding levels and production objectives.
-Provides advice and guidance to headquarters, regional and field office staff concerning assisted housing policies and regulations, completed analyses and studies, the adequacy of field office performance, and program funding levels to accomplish Departmental housing objectives.
-Analyze and prepare reports on administrative accounts.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
-Preparing budget estimates and justifications for review; AND
-Analyzing directives, circulars, and policies and advising program managers; AND
-Monitoring the budget and recommending reprogramming of funds as needed; AND
-Preparing reports using automated accounting systems or other office automation software.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
