About the Position: This position is located at Carl R. Darnall Army Medical Center at Fort Cavazos, Texas. Working hours are between 0730-1630 in a busy work environment. Situational telework may be authorized but the position does not entail regular or reoccuring telework.

Duties

Conduct manpower studies and surveys to analyze and provide recommendations on manpower utilization involving staffing requests, reorganizations, mission changes, manpower allocation readjustments and other manpower related functions. Develop, maintain, and update the Joint Table of Distribution/Unit Manning Document (JTD/UMD) for Defense Health Agency (DHA), and the Table of Distribution and Allowances (TDA) and Mobilization TDA (MOBTDA) for Department of Army (DAC). Ensure compliance with existing regulatory directives, manpower survey documents, organizational structure and functional designations, staffing guides, and regulations relating to Military Occupation Series (MOS). Perform analysis of the activity including mission, organization, nature of work performed, physical facilities, equipment and current and projected workload. Prepare appropriate documentation of findings to support recommendations, presenting findings to the Branch Chief, management officials of the function under study, and senior command group officials.

Requirements

  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Hepatitis Vaccination and Tuberculosis Test required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Accounting, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationOrganizational Performance AnalysisWorkforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09)..
