The primary purpose of this position is to Human Resources Liaison (HRL) project lead/manager responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness.

Duties

Serves as a project lead/manager, conducting organizational and process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resources allocation and efficiency, functions, and work processes to improve mission effectiveness, and resources allocation. Consistently exercises independent judgement conducting reviews and evaluating organizational structures and missions by interpreting data, process flow, organization concepts, and line/staff relationships for consistency and logic, to improve organizational efficiencies. Prepares, receives, reviews, integrates and controls a wide variety of data/documents pertinent to the manpower and personnel programs. Consistently exercises independent judgement while serving as a human resources focal point for assigned units responsible for advising commanders, supervisors, and managers on civilian personnel issues, including those involving organizations that have a wide range of professional, scientific, administrative and highly technical positions, some with high grades and technical position in rapidly changing fields. Provides assistance/guidance to supervisors on the use of Position Requirement Documents (PRD), Standard Core Personnel Documents (SCPDs) or in the creation of Core Personnel Documents (CPDs) when the standard documents are not available or not suitable for use.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ISPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in data and information gathering and detailed analysis related to the effectiveness, efficiency, and directives of human resources or manpower management programs, developing courses of action, and providing management advisory and support services . NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge and skill in gathering and assembling required information in order to apply analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organization structuring options for complex, diverse organizations Extensive knowledge of the operations, missions, services, needs and goals of the organization studied and served Knowledge of pertinent manpower/personnel laws, regulations, policies and precedents that effect the use of manpower resources Knowledge of an extensive body of civilian and military Human Resources rules, procedures and operations sufficient to provide comprehensive advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in processing and out-processing employee and comparable actions Skill in gathering, assembling and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends and preparing and presenting briefings and reports orally and in writing Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
