About the Position: This position is with the National Training Center (NTC), U.S. Army Forces Command (FORSCOM) at Fort Irwin, CA. Incumbent will serve as the Lead Defense Travel Administrator and Mass Transportation Benefits Program Coordinator for the organization.

Duties

Provides advice, assistance, and guidance regarding travel-related requirements for FORSCOM units and personnel. Reviews administrative activities in order to improve efficiency and effectiveness of the travel program. Performs administrative functions such as office supply management, purchase card, Telephone Control Officer, and official mail clerk. Participates in conducting professional analysis of procedures, methods and practices relative to travel program requirements. Manages Department of the Army special programs such as the Mass Transportation Benefit Program (MTBP), Army Emergency Relief (AER) and Combined Federal Campaign (CFC), and Management Internal Control (MICP). Monitors the integrity of travel program requirements for approximately 5,000 travelers. Administers the Government Travel Card Program for NTC Headquarters.

Specialized Experience: One year of specialized experience which includes Supporting government travel programs by developing local procedures, monitoring account usage for delinquency, or reviewing program goals for efficiency; Providing assistance to management on the government travel card and travel program; Resolving government travel card and travel program issues; AND Interpreting travel guidance and regulations for implementation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, Management, or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Concepts, Policies, and Principles of FinanceFinancial Management AnalysisFinancial Stewardship Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
