Duties

WHAT IS THE HCO HUMAN CAPITAL OFFICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: HCO, Office of HR Strategy and Transformation, Enterprise Talent Development (ETD) Division The following are the duties of this position at the full working level. Serves as a performance consultant by collaborating with management and program managers to identify performance improvement needs and opportunities. Uses state of the art process models to identify, evaluate, and recommend solutions to improve job performance and which support business goals and mission priorities. Provides advisory services to all levels of staff concerning basic program policies, regulatory requirements, and procedures. Makes recommendations on communication and marketing strategies that link training efforts to individual performance and organizational goals. Collaborates with management on developing and executing training plans. Monitors and reviews budgetary performance within the centralized training plan and provides guidance on fiscal concerns relating to training plan management. Plans, coordinates, administers, and implements training programs and classes. Decides or, in some cases, makes recommendations to program managers regarding delivery strategies, distance learning methodologies, and coaching/OJI needs. Reviews, analyzes, and evaluates training programs and instructor performance and makes recommendations to program managers to increase program quality and overall effectiveness. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE FORGS-9: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience working with basic human resources development (HRD), practices, laws, regulations, policies, and precedents to provide HRD management advisory, and technical services on non-controversial factual, procedural, and/or recurring issues relating to learning and employee development; Experience applying instructional design principles and the processes used in designing and delivering learning products to assist other specialists in developing routine training material; Experience in applying principles, practices and elementary techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Experience in applying basic analytical methods and diagnostic techniques to identify HRD and non-HRD interventions to address routine HR problems and issues; Experience using oral communication techniques to present findings and recommendations and experience applying written communication techniques to draft and/or prepare in final form project papers, and training material. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a related field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: human resources, organizational psychology, public administration, or other administrative and management fields. OR LL.B or J.D., if related. OR At least 1 year of combined graduate education and experience as defined above. SPECIALIZED EXPERIENCE FOR GS-11: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience working and applying a range of human resources development (HRD) practices, laws, regulations, policies, and precedents to provide HRD management advisory and technical services on non-controversial factual, procedural, and/or recurring issues to learning and employee development; experience applying principles, practices and techniques of education, adult learning theory, and employee development to assess, define and meet individual learning needs; Experience using knowledge of instructional design principles and the processes used in designing and delivering standard learning products to improve employee performance, increase employee satisfaction, and facilitate management involvement in employee development; Experience applying analytical methods and diagnostic techniques to identify, evaluate, and recommend to management HRD and non-HRD interventions to resolve problems of limited scope; Experience using oral communication techniques to present findings and recommendations and experience using written communication techniques to prepare project papers, and training material. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a related field of study such as: human resources, organizational psychology, public administration, or other administrative and management fields. OR 3 full years of progressively higher-level graduate education leading to a doctoral degree in a related field of study such as: human resources, organizational psychology, public administration, or other administrative and management fields. OR LL.M., if related. OR A combination of graduate education and experience equivalent to that as defined above. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
