This position is assigned to Morale, Welfare, and Recreation; Fleet and Family Readiness; Naval Support Activity, Monterey, CA. The purpose of this position is to develop, evaluate, advise or improve information and documentation; directive management and management controls; and/or obtain a variety of management support services essential to the Morale, Welfare and Recreation (MWR) operations to be integrated with the general management of the MWR Department.

Duties

Duties include but are not limited to:PROGRAM MANAGEMENT: Provides oversight of accounting operations, installation budgets and monitors execution of budgets. Analyzes installation MWR programs within the area of responsibility (AOR) by analyzing both quantitative and qualitatively their effectiveness and the efficiency; meets established goals and objectives. Analyzes and evaluates the effectiveness of line program operations of the MWR Program. Administers the deposits of all funds received from the revenue of all MWR Programs. Plans, prepares and conducts analysis to facilitate completion of long range planning documents and develops all aspects of the functional areas organizational support and capabilities. Develops new or modifies existing administrative program policies, regulations, goals, objectives, evaluation plans, and management surveys to determine compliance and workload. Analyzes new or proposed MWR legislation or regulations to determine impact on program operations and management. PROCUREMENT AND ADMINISTRATIVE MANAGEMENT: Establishes and monitors procurement program for Morale, Welfare & Recreation program in the AOR. Develops budget projections for organizational support and capabilities for specific acquisition projects. Monitors Government Credit Card purchases that need to be re-distributed to other requisitions. Ensures funding documents are prepared in accordance with Financial Management Regulations. Evaluates, advises and establishes the administrative documents and processes for the MWR Program. Develops administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology. Develops and coordinates Appropriated Fund (APF) and Non-Appropriated Fund (NAF) budget projection and budget preparation guidance with the upper level managers and develops effective management plans. Assists in the formulation and execution of Morale, Welfare & Recreation management budget needs for all installations. Prepares monthly budget reports for Installation Morale, Welfare & Recreation Program Manager to include obligations and monthly expenses. Reviews administrative audit and investigative reports to determine appropriate changes or corrective actions and makes recommendations to the Installation MWR Program Manager on findings. Designs and conducts special and one-of-a-kind type research projects and /or financial studies for the installation and region. Provides advice/ recommendations to top level Command Officers and upper management on a wide variety of unique issues, with extensive scope and impact throughout the AOR. Develops life cycle cost analysis of projects and advises on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. Conducts studies of employee/organizational efficiency and productivity for improvements in organization, staffing, work methods, and procedures. Applies analytical and evaluative methods and techniques to issues/studies concerning the efficiency and effectiveness of program operations. Analyzes financial (i.e. Profit/Loss of revenue, SAP Software, etc.) and management reports related to site operations and evaluates the effect of alternate corrective actions on the overall utilization of manpower and resources. Reviews and appraises existing operating methods, practices and procedures to detect operating deficiencies, inefficiencies, or unfavorable trends with responsibility for recommending adaptable solutions to achieve desired goals and objectives. Develops briefs, charts, graphs, etc. to show MWR recreation trends. Conducts long range planning of programs and programs operations. Acts as Installation Morale, Welfare and Recreation Programs Director (NF 1101-05) in his/her absence.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must provide proof of U.S. Citizenship or U.S. National.

Qualifications

Knowledge of management processes, administrative practices, analysis of program operations and the evaluation of their effectiveness. Knowledge of a wide range of qualitative and quantitative methods and techniques. Knowledge of business analytical and evaluation methods to conduct studies, determines methodology and parameters for all studies and research. Knowledge of solid waste streams and types of recreation program standards/materials. Knowledge of MWR PR's, sales agreements & other contractual commitments. Knowledge of financial regulations governing APF and NAF sufficient to ensure that funds are allocated and executed appropriately. Knowledge of Government guidelines and business practices related to MWR management/programs, including statutes, regulations, policies and procedures, and business analysis. Knowledge of agency-specific and command policies and regulations. Knowledge of government purchase card management policies and procedures. Knowledge of Federal acquisition regulations. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to recognize and analyze problems, conduct research, summarize results, organize work, and meet deadlines. Ability to effectively communicate orally and in writing with senior officials, environmental professionals and other subject matter specialists. Ability to develop and maintain a good working relationship with all contacts.
