The Supervisory Management and Program Analyst works for the VA Palo Alto Health Care System (VAPAHCS) and is the Chief of Patient Administrative Support Service (PASS). This position reports to the Office of the Associate Director for Patient Care Service/Nursing Services at the VAPCHCS.
Duties
The incumbent exercises direct supervisory control and management authority for the overall operations and implementation of policy and procedures for Patient Administrative Support Service (PASS), oversees, coaches, and directs patient administrative support supervisors, training specialists, site leads and Advanced Medical Support Assistants (AMSA) day-to-day operations of PASS.
Major duties and responsibilities include, but not limited to:
Plans, organizes, implements approved VHA policies and directs a comprehensive patient administration management program which provides services and technical counsel necessary to meet all legal, procedural, and administrative management of clinical services and activities throughout the inpatient and outpatient programs.
Establishes and implements both long and short term plans, policies and procedures, assuring that programs are integrated in order to provide high quality patient care with optimum utilization of facility resources.
Responsible for establishing and promoting an atmosphere of unity through cooperation and integration of health services roles, a high level of productivity, patient and staff satisfaction and strong communication channels within inpatient/outpatient services and between the primary care and specialty services.
Participates in the interpretation and analysis of new and complex proposals, which by their nature may have far-reaching professional and administrative programmatic impact.
Identifies educational needs and oversees or provides training/consultation to clinical and administrative staff regarding changes in clinic operations.
Manages and/or prepares responses to correspondence regarding PASS Programs.
Develops the need for and maintains an awareness of available resources and determine needs, distribution or redistribution of these resources.
Develops both long and short-range policies and plans for the organization by coordinating the outpatient clinic scheduling and inpatient ward administration needs of the facility.
Provides leadership and direction to promote the development and productivity of all employees supervised.
Encourages the continued development and training of subordinate managers and their staff.
Provides for the overall administrative management of Patient Administrative Support Service.
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinates the efforts of subordinate staff, regarding workload, data capture, patient flow, eligibility, and the needs and request of clinical providers; engages in analytical, financial, statistical, and quantitative problem solving and analysis; completes financial analysis techniques, including budget projection and forecasting; performs staffing and manpower utilization, to the extent that useful reports and/or studies can be generated to support existing cost and financial data for senior level management; uses word processing, spreadsheet, and database packages, to include referral management software and other VA computer systems; communicates effectively on paper and by word of mouth.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
