Duties
The selectee will serve as a(n) Management and Program Analyst (Human Resources Development) in the Talent Development and Employment Engagement Division, Office of Human Resources. Typical work assignments include:
Develop plans, research and analyses of a broad range of resource program operations. Identifies issues, program impediments and establishes courses of action necessary to enhance program effectiveness.
Analyzing quantitative and/or qualitative data and assists with conducting evaluations, reflecting performance and progress of projects, making forecasts/ projections and recommending actions for timely decisions
Plan, conduct and prepare research on major HR projects, present complex, controversial, and sensitive material.
Gathering and researching information and developing recommendations to resolve problems covering formulation and implementation of human capital initiative.
Qualifications
GS-12: You qualify for the GS-12 if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as Developing and modifying policies and procedures as it pertains to new HR initiatives. Conducts detailed evaluation on the status of HR policies and ensures that program requirements are incorporated in all aspects of the HR planning processes. Develops and modifies policies and procedures as it pertains to new HR initiatives. Coordinates and responds to internal and external official requests for information, compliance inquiries and inspections. GS-13: You qualify for the GS-13 if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as Conducts detailed evaluation on the status of HR policies and ensures that program requirements are incorporated in all aspects of the HR planning processes. Researches, analyzes, and evaluates a variety of HR trends and issues. Establishes timeframes for accomplishing program objectives. Identifies potential solutions to long-term critical or unyielding problems; prepares detailed recommendation for improving/streamlining operations; formulates alternative approaches or courses of action; and prepares memoranda, correspondence, position papers, and other material.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
