Duties
The primary purpose of this position is to serve as a Command-and-Control (C2) System analyst over assigned North American Aerospace Defense Command (NORAD) and Combatant Command (COCOM) programs. Responsible for planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedure for establishment and maintenance as they relate to current and future NORAD and COCOM programs dealing with current and future NORAD battle management systems and Command and Control (C2) development, integration, modernization, and sustainment.
Responsible for analyzing, developing, and evaluating detailed plans, goals, and objectives for NORAD's various air warning/air defense command and control systems.
Responsible for analyzing, developing, and evaluating the NORAD communications infrastructure and digital transformation.
Conducts NORAD Regions and Air Defense Sector Continuity of Operations (COOP) planning review and assessment.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center- North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
This position is cyber coded under the DoD Cyberspace Workforce Framework. IAW DoDM 8140.03 the incumbent is required to achieve both the foundational and resident qualification requirements outlined for each work role at the assigned proficiency levels. Foundational qualification within 9 months of assignment; resident qualification within 12 months of assignment. Employees may perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless a waiver is granted per DoDM 8140.03 section 4.2. If such observation is not feasible and/or waived, individual must be reassigned to other duties consistent with applicable law. Employees who fail to achieve qualification or to obtain an approved waiver for cyberspace work role(s) within stated timelines will be removed from the duties associated with the work role. In addition, employee is required to engage in a minimum of 20 hours per year of Continuous Professional Development or education activities to maintain and enhance competence.
Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends, and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
Work may require short notice travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of (C2) military concepts and principles; operations, and geographical areas of responsibility as it pertains to the Geographical Combatant Commands, air, land, maritime, and cyber combat operations at both the operational and strategic levels of war; broad knowledge of data integration to analyze situations, recognize technical problem (given incomplete information) determine mission impacts, and develop recommend courses of action to senior leadership; advanced knowledge of analytical and evaluative methods of current military law, Joint doctrine, Joint plans, policies, and practice, as well as a comprehensive understanding of US government treaties, agreements, multi-lateral and bi-lateral international agreements, security assistance plans, U.S. security requirements and arrangements in order to apply them to pertinent laws, doctrine, policies, and procedures ensuring program compliance.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to multiple levels of Continuity Operations.
Ability to analyze complex procedural problems, identify issues, develop innovative solutions, and package the entire process in briefings, papers, or reports suitable for senior leadership use and decision-making. Knowledge of a wide range of C2 systems, principles, capabilities, functions, and operational practices of specific systems/equipment in air and missile domains.
Knowledge of various roles, capabilities, and issues associated with the Services' funding and acquisition methodologies. Knowledge of mission, roles, functions, organizational structures, and operation of DoD and Joint Force/Combatant Command organizations in providing command level staff guidance.
Knowledge of military doctrine; Joint policies and procedures; DoD, Services and Joint organizational structures; state and federal emergency organizations and other pertinent interagency organizations.
Ability to analyze organizational structure, initiate plans for enhancements, and provide senior staff sufficient technical and cost analysis information to render informed judgments.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
