About the Position: This position is located in the Contracting Division, United States Army Corp of Engineers Philadelphia District. This is for a Contract Specialist GS-1102-12 position.

Duties

Review procurement packages for construction, A-E services, supplies, miscellaneous services. Prepare pre-award and post-award contract documents. Business Advisor for Source Selection Evaluation Boards. Formulate negotiation strategies, prepare pre-negotiation objectives memoranda and price negotiation memoranda. Administer contracts. Assure all acquisition report documents are accurate and provided promptly when requested or required. Provide technical advice and guidance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to possess and maintain a valid state driver's license.
  • Position requires up to 25% business related travel.

  • May be required to complete a one-year probationary period.

Specialized experience: One year of specialized experience which includes experience in performing pre-award and/or post-award functions on a variety of projects and experience in applying contracting policies and procedures, negotiation techniques, and technical requirements to the procurement of supplies, services and/or construction contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementDecision MakingInfluencing/NegotiatingWritten Communication Basic Educational Requirement for a Contract Specialist GS-1102-12: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.
