You will serve as a PROTOCOL SPECIALIST in the Commander, Navy Installations Command (CNIC) of US NAVAL BASE GUAM.
Duties
You will plan and coordinate events requiring protocol support for Naval Base Guam (NBG).
You will plan and execute activities relating to visits of high-level military and civilian, US, and foreign dignitaries.
You will develop agendas, itineraries, scripts, and sequencing events requiring coordination and planning.
You will utilize proper protocol for seating plans, guests list and events. Collects money and maintains records of all funds.
You will prepare attendance rosters, name plates, and other supporting functions for distinguished visitor office calls/meetings
You will conduct briefings and establish and maintain successful professional relationships with senior-level officials.
You will plan, direct, organize, manage, communicate, and coordinate a variety of details to effectively arrange and orchestrate large ceremonial and social functions, briefings, and conferences.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- Must be able to obtain and maintain Secret Security Clearance.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing briefs small or large groups; ability to acquire & appropriately manage resources; gather, organize & maintain program information, and effectively manages programs.

Education

I have successfully completed a Ph.D. or equivalent doctoral degree.
OR
I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

Additional Information:
The majority of the preparations for the visits and functions are conducted in an office environment, while execution is usually conducted out of the office, to include offsite and field settings.
The physical aspects of the position are centered around the actual visit / function. This includes a myriad of events, from escort, to on the spot adjustment of scheduled events, to attending any special concerns of the guest / dignitaries. While not physically challenging, the work demands mental acumen, flexibility and responsiveness. Work hours can and often includes overtime, holidays, and weekends.
