Duties
Serve as the DLA Troop Support Pacific Third Party Logistics (3PL) manager and first level supervisor responsible for 3PL program management for DLA Troop Support in the Pacific Region.
Act as the focal point and liaison between DLA Troop Support customers in the Pacific Region and the major commands in the Pacific for all matters pertaining to all 3PL reengineering initiatives and support for DLA Troop Support's four commodities.
Provide direction and oversight to ensure effective integration of the 3PL initiative.
Oversee and manage the 3PL operation which includes the implementation and/or application of evolving and innovative business strategies and practices.
Ensure a cohesive DLA Troop Support Pacific 3PL program that is fully coordinated, integrated, and consistent with the flow of information by establishing effective communication and working relationships.
Develop/approve plans for the review of all assigned business operations.
Provide technical assistance to assure timely performance of the DLA Troop Support commodity networks to meet customer requirements; maintains follow-up on particular problems relating to DLA Troop Support's four commodities.
Coordinate and monitor 3PL operations in DLA Troop Support Pacific Region for DLA Troop
Support's four commodities.

Qualifications
To qualify for a Supervisory Customer Liaison Specialist - GS-0301-13, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Plan, develop, coordinate, integrate, and implement extensive reengineering plans.
Provide expert technical advice and guidance regarding a variety of logistical and supply chain management issues
Supervise, coach, guide and direct the work of the subordinate unit to ensure the efficient/ effective accomplishment of assigned functions.
Perform market research of available and emerging industries with the potential to satisfy current, long-term and projected customer needs.
Perform detailed and comprehensive analysis of items considered (i.e., medical material and equipment, subsistence and food service items, clothing and textiles, and general and industrial items).
Market business functions to current and potential customers and exploring potential for new and increased sales.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
