Duties
You will provide assistance and technical guidance to other construction managers and to construction engineers/architects, or other NAVFAC business/support lines.
You will manage multiple priorities and independently develop and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.
You will work independently and take required actions through their own initiative, experience and foresight on all assigned construction projects.
You will apply sound construction management principles and judgment throughout the performance of their duties.
You will participate in pre-award contract meetings such as Functional Analysis Concept Development (FACDs) meetings and constructability reviews.
Requirements

- Incumbent must be able to obtain and maintain a secret security clearance.
- Incumbent is required to complete the Confidential Financial Disclosure Report, OGE Form 50, on an annual basis to report financial interest as well as other interests outside the government.
- The incumbent must obtain and maintain a valid state driver's license to travel to dispersed sites within the local commuting areas.
- The incumbent must be able and willing to traverse on construction jobsites
- Occasional travel (20%) away from the normal duty station is required
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- Incumbent may be required to work overtime. Overtime may be required by not guaranteed on a regular basis.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a bargaining unit position
- A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Performing administrative work to provide material, services, equipment, and contract support for construction projects, providing expert construction management services to customers, technical guidance to other construction managers, and providing project delivery for military construction, and contract modifications and claims.
