You will serve as a INSTALLATION OPERATIONS MANAGER in the Emergency Management Division of US NAVAL BASE GUAM.
Duties
You will directly supervise directors/managers, and indirectly supervise a hybrid workforce of approximately 460 APF government employees, military personnel, and contractor employees.
You will make and implement decisions on work problems presented by subordinates. Collaborate with heads of other units to negotiate, determine and or coordinate changes affecting other units.
You will determine personnel needs; recommend personnel increases or decreases as appropriate to meet mission requirements.
You will coordinate the execution of all program funding/manpower resources and prepare input for future budget requirements for assigned programs.
You will monitor the implementation of higher-level policies and guidance, and adapt guidance for local situations.
You will translate policies, objectives, and guidance from higher authority into guidance for staff.
You will develop programs and keep informed of developments within assigned program responsibilities through discussions with subordinate staff.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

- May be required to obtain a VISA dependent on the overseas country's laws/regulations.

- The work is primarily sedentary with some walking required. Some moderate lifting may be required and the incumbent must also occasionally board visiting vessels, tour construction sites and perform TAD/TDY trips.
- Work may be performed on a ship, at a construction site, or in the field.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing installation operations program support to military and civilian employees and their family member, (e.g. Fire and Emergency Service, Port Operations, Force Protection, Safety, Emergency Management, and Training/Readiness). .
