This position is located in the Department of Housing and Urban Development, Office of the Chief Financial Officer.
Duties
As a Program Analysis Officer, you will:
Construct execution plans within realistic timelines given the constraints of the project and manage the project team's workload to ensure successful progress along those timelines.
Mediate conflicts that arise between different stakeholders that would hinder the progress and successful completion of a project.
Collect data through a variety of platforms and be able to conduct quantitative and qualitative analysis on that data then create presentations to communicate the findings and relevant solutions to the agency's senior leadership.
Develop a clear framework for communication with all stakeholders involved with each project.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Analyzing and evaluating administrative and operational policies, procedures, and regulations specifically related to grants management life cycle; AND
Communicating with other key officials, including management at various levels, to lead or assist with implementing long-range improvements to meet program objectives; AND
Analyzing programmatic data and applying analytical & problem-solving techniques to identify trends and interpret facts.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
