Duties
The selectee will serve as a Management and Program Analystin the Office of Investigations. Typical work assignments include:
Utilizing software to independently organize, analyze, and present data using formulas, codes, or other established data analysis techniques.
Researching and analyzing data, policies, procedures, and other organizational line program operation that requires evaluation to determine if stated objectives are being met.
Coordinating and leading studies evaluating program line operations; formulating recommendations; and planning the successive phases of the study.
Developing documents and information products that support recommendations or solutions in a convincing manner.
Providing technical guidance and interpretations that gauge whether organizational operations are in accordance with foundational documents.
Qualifications
Applicants must demonstrate that they meet the Minimum Qualification/Specialized Experience requirements as noted below
Minimum Qualifications:
You qualify for the GS-09 level (starting salary $68,405.00) if you possess one of the following:
GS-09: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Compiling information and data to provide for use in studies, evaluations, and/or assessments;
Reviewing research and/or data to support analyses of program operations; and
Communicating findings from data analyses or research to senior specialists to assist in the development of project deliverables.
OR
Successful completion of a Master's or equivalent graduate degree; or two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work.
OR
Have a combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation.
Minimum Qualifications:
You qualify for the GS-11 level (starting salary $82,764.00) if you possess one of the following:
GS-11: Applicant must possess one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Participating in research and analyses to evaluate trends in data in support of studies, evaluations, and/or assessments;
Preparing documents, reports, and/or presentations to provide technical information to stakeholders; and
Applying knowledge research methodology and/or data analysis to contribute to the evaluation of program operations and effectiveness.
OR
Successful completion of a PhD. or equivalent doctoral degree; or three (3) years of progressively higher level graduate education leading to a Ph.D. or equivalent degree, e.g., LL.M., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work.
OR
Have a combination of specialized experience (less than one year) and graduate education (less than three years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 36 semester hours) may be used in this calculation.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
