Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an IT Specialist, you will use your knowledge of and experience with The Office of the Chief Information Officer (OCIO) to optimize business results and customer experience by:
Contributes in performing analysis and review of work products in the area of strategic planning, IT policy analysis and review, data research, collection, analysis and storage, project management, business process improvement, and systems performance measurement.
Works on developing and implementing design schema, data mining and data warehousing programs that meet current and future business requirements of the organization and its customers.
Performs analysis on informatics information and recommends changes to improve user friendliness of applications and to resolve what users see as problems.
Evaluates and contributes to providing recommendations on new database technologies and architectures and identifies and recommends software and/or software modifications.
Interprets data and information from a variety of sources and generates complex queries and reports.
Assists in determining appropriate IT products or services with clients or customers to define project scope, data/system requirements, and deliverables.

WHAT WE ARE LOOKING FOR
Basic Qualifications:
Must have IT-related experience demonstrating each of the four competencies listed below:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Specialized Experience:
Must have at least one year of specialized experience, equivalent to the GS-11 level in the Federal service performing at least three (3) of the following:
Designing, developing, manipulating and extracting data in a relational database management system;
Managing projects involving database design, administration, maintenance, migration, and security;
Generating complex queries and reports from multiple databases/sources; developing data dictionaries, data models, metadata repositories, and other tools to facilitate data retrieval;
Adapting new and improved approaches to the design, development, and implementation of data mining and data warehousing.
