About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Interagency Task Force South, Intelligence & Security Directorate, Joint Interagency Intelligence, Operations Center Division, U. S. Southern Command, Key West, FL.

Duties

Serves as a Counterdrug (CD)/Counter-narcoterrorism (CNT) Geospatial Intelligence (GEOINT) Analyst responsible for providing detailed analysis in support of tactical operations and plans. Plans and synthesizes research submitted by analysts to prepare GEOINT products and responses in accordance with JIATF South, SOUTHCOM, DA, DoD, Law Enforcement Agency (LEA), and national-level intelligence requirements. Serves as a project leader on complex GEOINT projects and studies. Integrates and fuses all-source multi-sensor data by applying knowledge of intelligence sources, GEOINT analysis, and research methodologies to develop drug cultivation areas, drug lab, port, airfield, and vessel databases. Establishes and maintains liaison with counter parts in other government agencies and with other analysts in the U.S. Southern Command (SOUTHCOM) Area of Responsibility and analysts from the National Geospatial-Intelligence Agency (NGA). Maintains substantive knowledge of military, political, technical, and other developments within assigned areas. Serves as the subject matter expert for the identification and location of Drug Trafficking Organization (DTO)/Narcoterrorism equipment, smuggling conveyances, forces, and activity within assigned areas.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Must perform Temporary Duty (TDY) travel less than 25% of the time in CONUS and OCONUS in order to participate in interagency and IC conferences and meetings or to provide analytical support to operations.

Specialized experience is defined as experience developing Geospatial Intelligence (GEOINT) operational products for deterring threats AND 2.) researching Counterdrug and/or Narco-terrorist organizations activities utilizing all source intelligence data. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. You will be evaluated on the basis of your level of competency in the following areas: Geospatial Intelligence (GEOINT) TradecraftInteragency Coordination and DeconflictionOral CommunicationThreat Assessment
