About the Position: This position serves as Chief, Army Substance Abuse Program (ASAP) for the US Army Garrison Carlisle Barracks, Carlisle, Pennsylvania.
Duties
Plan, direct, supervise, and evaluate the Installation's Army Substance Abuse Program (ASAP).
Develop and implement local program policies and Standard Operating Procedures (SOPs).
Serve as principal advisor to the Human Resources Program Manager, Deputy to the Garrison Commander, and other tenant Commanders on substance abuse matters.
Exercise operational control of Army Substance Abuse Program personnel, facilities, and funds.
Manage and monitor the Installation's Biochemical Testing Program.
Supervise personnel assigned to the Army Substance Abuse Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and Maintain Tier 3 Noncritical-sensitive, Moderate Risk.
- Must serve a one-year supervisory probation period.
- Temporary Duty Travel (TDY) 10% or more (may be less if requested by management)
Qualifications

Basic Requirements:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position such as economics, political science, psychology, sociology, anthropology or counseling and mental health degree programs, and public health education programs.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirements above, to qualify for this position you must also meet the requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Planning, developing and administering an Army Substance Abuse prevention program to accomplish program goals 2) Supervising or overseeing personnel performing substance abuse prevention and testing; and 3) Administering substance abuse testing programs.
