This position is in the Office of Planning, Evaluation, and Policy Development, Office of the Chief Data Officer (OCDO), Front Office of the Chief Data Officer. OCDO is responsible for managing and improving ED’s ability to leverage data as a strategic asset.

Qualifications
Minimum Qualification Requirements:
You may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14:
One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
Experience in evaluating program operations and the development of tools and measures to illustrate progress on the achievement of program outcomes.
Experience with the development of data-related performance metrics (e.g., ED's Strategic Plan) and supporting narrative related to office strategic goals and objectives.
Experience in developing internal and external communications strategies and initiatives to build awareness of office programs and the execution of employee engagement strategies.
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills, and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement)
Knowledge in applying qualitative and quantitative techniques, practices and theories for analyzing and measuring the effectiveness of programs, operations, policies and procedures.
Skills and expertise in determining relevant source material, establishing policies and procedures, obtaining pertinent data, performing complex analyses and drawing conclusions.
Skills to present comprehensive and critical findings, conclusions, briefings, reports and other written materials regarding findings and recommendations.
Knowledge and understanding of the organizations, programs, missions and functions, interrelationships, and decision-making processes of the agency.
