You will serve as a NUCLEAR CONTINUING TRAINING & DEVELOPMENT COORDINATOR in the PRESERVATION SHOP (CODE 970, PRODUCTION RESOURCES DEPARTMENT MANAGER (CODE 901), PRODUCTION RESOURCES DEPARTMENT (CODE 900) of NORFOLK NAVAL SHIPYARD.

Duties

You will spot audit shop trace theory/core tasks records and qualification records, for conformance with established guidelines. You will coordinate procurement, storage and the use of instructional materials and textbooks, audio-visual aids, training devices, and laboratory equipment. You will participate in developing, scheduling, and implementing programs for the development of personnel through Continued Training and Development Programs and coordinate shop/code training plans that are current and checked for adequacy. You will maintain a database of Code/Shop CTD Proficiency Course Schedule on an annual basis. You will maintain a comprehensive electronic file or Mechanic Training Folders. You will work with resource shop managers and worksite supervisors to ensure work rotations for SME’s and senior mechanics support the Continuing Training and Development (CTD) Program. You will communicate with other training departments and codes who will support your Code/Shop with data and support as appropriate in order to use the data/support to inform the CTDL for continually purposes.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • As part of medical surveillance programs, you may be required to take periodic medical examinations.
  • When deemed necessary, you may be required to utilize anti-contamination clothing as applicable to job assignments.
  • Work is primarily accomplished at the Norfolk Naval Shipyard in Portsmouth. You may be assigned duty stations in the cities of Norfolk, VA, Virginia Beach, VA, and Chesapeake, VA.
  • You must be able to travel away from the normal duty station up to 10 percent of the time.
  • You must be able to obtain and maintain a government issued passport and credit card.
  • Travel, as much as 10%, within CONUS is required. Travel may be by commercial (air, rail, POV, etc.) or government-operator (military aircraft, vessels or vehicle) or government-chartered carriers.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience meeting the needs of both internal and external customers. Delivers high-quality products and services; and is committed to continuous improvement. Experience conveying written information in a clear, brief, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention. Experience developing the proficiencies of others to perform and contribute to the organization by inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods, enabling employees to address skill gaps and realize their highest potential. Experience planning, outlining, developing, and documenting quality requirements for products, services, processes, and systems that are suitable to the activity, proportional to the risk, and consistent with established Agency guidance, practices, and standards. Experience applying measureable and qualitative methods, measurement, fact-finding, and investigative techniques to provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency assignments. Experience managing the planning, scheduling, execution, control, and resources of the production process in maintaining tools and equipment. Education

GS-09:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filling.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
