About the Position: Incumbent will be responsible for the management of the DTS Program, Management Control Program, GSA Smart Pay Travel Charge Card Program, G-3/5/7 training management, and other critical functions in support of the organization.
Duties
This list is not all-inclusive:
Responsible for managing the GSA Smart Pay Travel Charge Card Program for the G-3/5/7.
Manage day-to-day operations of the government travel card program to ensure authorized personnel have travel cards with correct spending limits to fully execute the travel charge card mission endeavors.
Serve as the TRADOC Army Conference Team Point of Contact.
Serve as the G-3/5/7 Internal Control Administrator for the Army Internal Management Control Program (ICMP).
Conduct reviews of acquisition requirement packages for compliance to ensure the use of sound business practices.
Coordinate contracts for G-3/5/7.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a valid Secret security clearance.
- The position may require temporary duty (TDY) for business up to 5% of the time.

You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-11: One year of specialized experience which includes: 1) expertise with an automated travel system such as the Defense Travel System; 2) managing official travel card and internal control programs; 3) ability to review and analyze conference packages; and 4) experience in reviewing acquisition requirement packages. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Combination of experience and education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You MUST attach copies of ALL your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). NOTE: Applicants must meet all Time-in-Grade requirements and experience requirements within 30 days of the closing date of the announcement. Current Federal employees applying under VEOA eligibility are subject to time-in-grade restrictions like any other GS employee.
