You will serve as a HUMAN RESOURCES SPECIALIST for the Ted Stevens Center for Arctic Security Studies (TSC) of DDHBAP ASIA PACIFIC CENTER FOR SECURITY STUDIES.
A post allowance amount, (otherwise known as: COLA), of 1.69/% will be added to the stated salary. Post allowance is subject to change at any time. For additional information, please refer to the Joint Travel Regulations (JTR), Chapter 5 Part B.
Duties
You will provide staffing advisory services based on the services Command's local, regional, or national staffing priorities.
You will advise management on recruitment strategies, sources, special programs, and recruitment/relocation/retention incentive programs.
You will provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
You will advise management on workforce shaping/reduction in force, special placement programs, recruitment methods, and special pay incentives.
You will write vacancy announcements and produce referral lists.
You will provide technical advice to managers in exercising their delegated classification authority.
You will interpret and adapt classification standards/guides to classify positions.
You will assist with planning and implementing reorganizations.
You will coordinate Classification program requirements with management and others as necessary.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interpreting and applying human resources (HR) laws, regulations, and policies to provide staffing and classification HR management advisory and technical services; utilizing analytical methods to identify and evaluate problems, and formulating HR solutions.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a Ph.D. or equivalent doctoral degree in Education or a subject area related to the position to be filled; OR
- Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in Education or a subject area related to the position to be filled; OR
